General
1 What is Mukhyamantri Yuva Vidyarthi Manthan? +
A statewide student vision initiative under the theme "Uttarakhand of My Dreams: My Vision for a Developed State", encouraging students to share their ideas for the state's future through an essay competition. Selected students also get an opportunity to join a Governance Experience Programme culminating in the Mukhyamantri Yuva Vidyarthi Sankalp Diwas.
2 What is the objective of this programme? +
The programme aims to:
- Encourage students to think about the future of Uttarakhand.
- Promote creativity, innovation and civic responsibility.
- Provide exposure to governance and public administration.
- Encourage youth participation in public development.
3 Which department is implementing this programme? +
The Department of School Education, in coordination with district administrations and schools.
Eligibility
4 Who can participate? +
Students studying in Class XI and Class XII from recognised schools across Uttarakhand.
5 Can students from all boards participate? +
Yes. Students from all of the following are eligible:
- CBSE
- CISCE (ICSE/ISC)
- Uttarakhand Board
- Government schools
- Private schools
- Aided schools
6 Is there any participation fee? +
No. Participation is completely free.
The essay
7 What is the essay topic? +
"Uttarakhand of My Dreams: My Vision for a Developed State" — "मेरे सपनों का उत्तराखण्ड : एक विकसित राज्य हेतु मेरा दृष्टिकोण"
8 What are the sub-themes of the essay? +
Students are encouraged to anchor their essays in one or more of these sub-themes:
- Education & Youth Opportunity
- Tourism & Local Economy
- Environment, Forests & Disaster Resilience
- Migration & Employment in Hills
- Health & Public Services
- Roads, Connectivity & Infrastructure
- Women & Child Welfare
- Technology & Good Governance
9 Can students write in Hindi or English? +
Yes. Students may submit their essays in either Hindi or English. Both are judged by identical standards.
10 What is the recommended word limit? +
Up to a maximum of 600 words, unless otherwise specified in the official guidelines. Essays of 200 words are also accepted.
11 Can students use Artificial Intelligence (AI) tools to write the essay? +
The essay should reflect the student's own ideas and expression. Digital tools may be used for basic proofreading or language support, but the content must be original.
12 Can students submit more than one essay? +
No. Only one entry per student will be accepted.
Submission
13 How will students submit their essays? +
Through the official programme portal, cmvidyarthimanthan.com. Detailed instructions are shared with schools.
14 When will the submission portal open? +
On the day of the School-level Launch — 10 August.
15 What is the submission deadline? +
All entries must be submitted within 15 days of the portal opening, by 24 August. Late submissions are not accepted.
16 Will students receive confirmation after submission? +
Yes. Every successful submission generates:
- An acknowledgement number
- A digital Certificate of Participation
Selection
17 How will essays be evaluated? +
The evaluation process includes:
- Stage 1 — AI-assisted screening for originality, relevance, completeness and basic quality.
- Stage 2 — Manual evaluation by an academic panel using a standard rubric.
18 How many students will be selected? +
Approximately two students from each Vidhan Sabha constituency — one from the Hindi category and one from the English category. Subject to Selection Committee approval, students beyond the prescribed number may also be considered if the idea is entirely innovative.
19 How will selected students be informed? +
Through the mobile number and email address provided during registration. Schools will also receive the list of selected students.
Felicitation ceremony
20 What happens after selection? +
Selected students are invited to the Mukhyamantri Yuva Vidyarthi Sankalp Diwas on 16 September. Activities may include:
- Department interaction
- Interaction with senior officers
- Certificate presentation
- Felicitation ceremony
21 Will every participant receive a certificate? +
Yes. Every student who successfully submits an eligible essay receives a digital Certificate of Participation. Selected students receive an additional Certificate of Recognition.
School responsibilities
22 What is expected from schools? +
Schools are expected to:
- Inform eligible students about the programme.
- Read the Chief Minister's letter during the morning assembly.
- Display the official brochure and poster on the notice board.
- Encourage participation and guide students on submission.
- Upload geotagged photographs of programme activities as instructed.
23 Is participation mandatory for schools? +
Yes, it is mandatory for all schools. In extremely adverse circumstances, a student may be granted exemption.
24 Will schools receive promotional material? +
Yes. Schools will receive:
- Official brochure
- Chief Minister's letter
- Posters
- Guidelines
- Assembly script
- Digital communication material
25 Is a special assembly required? +
Yes. Schools should conduct a special morning assembly on the designated date to:
- Introduce the programme.
- Read the Chief Minister's message.
- Explain the essay topic.
- Encourage student participation.
Portal
26 What if the portal does not work? +
Schools should immediately contact the Block Education Officer or the designated technical support team. See the Helpdesk page for numbers.
27 Can schools submit essays on behalf of students? +
No. Each student should submit their own essay through the official portal using their own details.
28 Can students edit their essay after submission? +
No. An entry cannot be changed once submitted, so students should review every detail on the confirmation screen before submitting.
Fairness & ethics
29 How will fairness be ensured? +
The programme follows a transparent evaluation process with:
- Standard evaluation criteria
- AI-assisted screening
- Manual evaluation
- Multi-level moderation
30 Will schools know the evaluation marks? +
Evaluation results are communicated in accordance with the programme's declared policy. Individual score sheets may not be shared.
